This is resolved now. In case anyone runs into this: My 365 account did not have the proper licenses assigned to it so I was in a 30 day grace period which limited mail features.

Subject: [MSUNAG] Web 365 Outlook Signature and out of office
It seems like web based MSU 365 Outlook signatures and out of office settings are not available in MSU's version. The gear icon gives me only Theme as an option. When I search help it tells me to check the gear
icon for these options.
Is there another place to find these settings?
