OK, thanks everyone for your responses. In this case, the request is not for any form of disability, but more for convenience. The faculty person in question currently uses the voicemail-to-.wave file option. They simply wanted a way to be able to discretely read their voicemail (say, during a meeting) without having to resort to launching the .wav file or listening to the recorded message via the web interface.

I've politely informed them that the old MSU Voicemail, which we are currently on, does not support this. Somehow, this person will have to suffer thru this setback. Again, the person making the inquiry is not in any way hearing impaired.... they just wanted to be able to read their transcribed voicemails in situations where it might be considered rude to pull out their phone and listen to the audio voicemail.

Thanks again to everyone who responded, I appreciate your openness and willingness to share your expertise.

Ah, I thought this question sounded familiar. I searched the MSUNAG Archive for "transcribe" and got the following results from Oct 2014:
http://list.msu.edu/cgi-bin/wa?S2=MSUNAG&D=0&T=0&q=transcribe&s=&f=&a=&b= .
