On their form, this is the wording:

On December 1, 2014, MSU will no longer allow Windows XP/2000 devices on its network to access the internet.

My reading of that is that it implies both directions. Obviously, the email sent out says otherwise, but we have tried to get this clarified, and had no luck on that so far.
