I also search the the Mac APP store, until I realized that it’s only the iOS client available from Apple, on the Mobile App store. I think the documentation for the MSU VPN should reflect that.
To get a desktop client from IT Services I submitted a Help ticket via
https://contact.cl.msu.edu/contact.php?service=consultingservices and they got back to me right away with a link (that I won’t re-post here). I don’t know for certain but, based on a conversation I had with one of the VPN managers in IT Services (and
the fact that a log-in is required to download Junos clients from Juniper), I think that Juniper doesn’t allow client software to be made available publicly.
It’s been working for me so far on 10.9 and 10.10. Must easier to install than Network Connect!

Now I'm kinda pondering whether to move my windows users over to using
it instead of network connect. Seems pretty easy to use, and I get
enough problems with people having issues with network connect that it
might be worth considering.
