As another point, the Java 7 should be the 32-bit version, even on a 64-bit Windows 7 system, presumably because EBS needs to run IE9 in 32-bit mode, and some problems may be because the 64-bit Java doesn't mesh with 32-bit IE9 properly in all cases.
