I do have Windows 7 on the domain. I have tried turning off both fire walls, and… still nothing. I cannot connect to Admin shares or ANYTHING on that server without connecting to the VPN first. And that ONLY does that on campus. When I’m off campus… I obviously still have to connect to VPN to get admin shares, but, I can access OWA and Outlook Anywhere WITHOUT the VPN. That's like, really weird." Seriously though, is this machine a member of the domain? Are there any file shares on this server? If so, can you access them? What about administrative shares? for purposes of testing, have you tried temporarily turning off the firewall on the client?
