What OS is the Exchange server running? If it’s Server 2008 there are funny issues with IPv6 and being on the same subnet unless you do some registry tweaking.

LOL  Well… I’m glad your reaction was about the same as mine.

I do have Windows 7 on the domain.  I have tried turning off both fire walls, and… still nothing.  I cannot connect to Admin shares or ANYTHING on that server without connecting to the VPN first.  And that ONLY does that on campus.  When I’m off campus… I obviously still have to connect to VPN to get admin shares, but, I can access OWA and Outlook Anywhere WITHOUT the VPN.

The ONLY thing I can do on campus without the VPN is ping.

Well, I wish I could come up with a helpful response, but about the best I can offer is "wow! That's like, really weird."

Seriously though, is this machine a member of the domain? Are there any file shares on this server? If so, can you access them? What about administrative shares?  for purposes of testing, have you tried temporarily turning off the firewall on the client?

Ok.  So I’ve realized, it’s not ONLY the exchange system, but it is only that server.  I cannot connect, even via Remote Desktop, to the computer without being connected to VPN,  However, I can ping the machine and get a response.
