Well, I wish I could come up with a helpful response, but about the best
I can offer is "wow! That's like, really weird."
 
Seriously though, is this machine a member of the domain? Are there any
file shares on this server? If so, can you access them? What about
administrative shares?  for purposes of testing, have you tried
temporarily turning off the firewall on the client?

Ok.  So I've realized, it's not ONLY the exchange system, but it is only
that server.  I cannot connect, even via Remote Desktop, to the computer
without being connected to VPN,  However, I can ping the machine and get
a response.
