I don't believe Virtual PC supports Linux as a guest OS.  If you need both
Vista and Linux as guests, then VMWare is the only choice I'm aware of.

We've done a little testing of the free version of VMWare server running
under Linux as the host OS, and it needs some tweaking to get it working,
but once you do, it works fine.  

The VMWare server documentation
(http://pubs.vmware.com/server1/wwhelp/wwhimpl/js/html/wwhelp.htm) doesn't
list FreeBSD as a supported host OS, though it may be able to be made to
work.

If you want to use the free VMWare server I'm pretty sure your only
supported choices for the host OS are Windows Server 2003 or Linux.

On our Linux hosts we've run both Windows XP and FreeBSD as guests and they
work fine and are supported.

1) VMWare vs. Microsoft Virtual PC?

with Linux (or FreeBSD) as guest?
