I just tested this, and I would like to clarify a bit – you must be an admin of the local machine to install the Outlook Time Zone Update Tool (tzmove.exe), but regular users can run it.  So we should be able to push out the tool via Group Policy to install it and then instruct the users on how to run it.  However, just to make things interesting, Microsoft decided not to put any shortcuts anywhere, so you have to hunt the executable down within Program Files to run it.  We’ll have to come up with some way of distributing a shortcut, batch file, or manual instructions to users to help them run the darn thing.

 

 

And to add even more encouraging words, from the reading and testing I’ve done, you have to be an admin to run the Outlook Time Zone Update Tool. Oh yeah, and you can’t use the “runas” command either since it will try and update the Outlook profile of the user whose credentials you type in. So, if you try to use the local admin account, it tells you that the specified user does not have a profile setup, and then the update tool fails.
