If I recall, at Engineering we would temporarily give a user account
admin privileges, use it to install (so the installer could put entries
in that user's registry), remove their admin privileges and have them
relogin again.  I cannot recall if there was additional permissions
required to be granted, but filemon/regmon should turn those up.
