That's correct.

Actually, if the message is *filtered* it is already delivered.  I
definitely should have made that more clear.  That is to say, if you have
that option turned on, the message goes to your SPAM folder, and is
considered delivered (the process is complete).

If you have it "marked" (subject changed), then your filters will still
apply.
