Here is the update from http://help.msu.edu/status :

At 23:15 on October 30, 2003 Merit experienced a crash of the MSU Internet
gateway router.  This crash disrupted access to the Internet from MSU and
caused some internal disruptions.  The router was reset by Merit and
Internet access was restored around 01:00 on October 31.

Between 06:00 and 07:00 Sunday 11-02-2003:

Merit will be performing a router upgrade on the MSU Internet gateway
router.  Internet access will be disrupted for a short period of time
during this maintenance window.
