I've had to purchase it using the gradplan a few times here at the
college of business. The link for the Gradplan is kind of out of the
way on Stata's website.

The Epidemiology Department bought into Stata's Grad Plan licensing,
which allows any department at MSU to purchase individual copies
(perpetual license for that version) of Stata for department-owned
machines for about $160 (manuals cost extra). Linda Walters is the
contact person. To make the purchase with a credit card, you call Stata,
tell them it's a purchase under MSU's Grad Plan, and the materials are
shipped within a few days to the Epidemiology office, where you pick
them up.
Stata is probably the most used statistics program in my department,
ahead of SPSS, but I don't know enough about them to compare them for
you.
