The Google question are ad has been in the paper for some time. Google has been offering to host colleges and company mail and domains for about a year and a half. They are now ready to scale up to universities. Google is running the ads on their own, just gathering data for a presentation they will make if invited. Google has had some of this information available under their Business Solutions link.
Now about that data, remember the data center in a box that Sun has been touting? Google came up with the idea. If one were to consider where the best places in any state to put a data center in a box, wouldn't a university or large college be one of the first places to come to mind? So, first offer to host student mail. Then offer to put a data center in for local caching. Gosh wouldn't a university with a cyclotron be able to make use of some of that data center processing capability? and so on and so on...
