U. S. Army Corps of Engineers, Detroit District, is accepting resumes from recent graduates to serve as a Regulatory project manager Interdisciplinary position Biologist/Environmental Engineer (entry level, GS‐0401/0819‐7; target GS‐11) in the Regulatory Branch: (1) in the Michiana Section - Location: South Bend, IN and (2) in the Compliance and Enforcement Section ‐ Location: Sault Ste. Marie Field Office, Sault Ste. Marie, MI.   This is a permanent appointment, full‐time position in the competitive service. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce (5 U.S.C, Section 9905) to recruit and appoint qualified candidates to positions in the competitive service. NATURE OF ASSIGNMENT: Under authority of Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act, the Regulatory Office carries out the Corps’ Regulatory mission to protect the nation’s aquatic resources and navigation capacity, while allowing reasonable development through fair, flexible, and balanced permit decisions. The primary duties for this position include: evaluating applications for permits and modification of permits for activities or work in waters of the United States; managing compliance and enforcement actions; performing field site reviews and preparing site evaluations to determine jurisdiction, establish base environmental conditions, and characterize the biological, physical, cultural/social attributes on project sites. Duties require: communication with applicants/permittees, agents/consultants, the general public, and local/ State/Federal government agencies; analysis of public interest factors supporting permit issuance, modification, or denial; and preparation/management of technical documentation supporting permit decisions.

RECENT GRADUATE: To be eligible must be a student six months prior to graduation or currently hold a degree by an institution of higher education not more than 2 years before the date of the appointment (earliest graduation date Dec‐2021), except in the case of a person completing a period of  obligated uniformed service of more than four years, awarded date must be not more than 4 years before the date of the appointment.

MINIMUM QUALIFICATIONS: To qualify for this position you must meet the minimum education requirements for either series: Biologist (GS‐0401) or Environmental Engineer (GS‐0819).
