Department Summary



Consumers Energy Company’s Environmental Services Department provides planning, permitting, operational compliance, policy, and strategic support for electric and natural gas utility operations serving approximately 6 million customers in Michigan. The Environmental Services’ Land and Water Management team is seeking an Environmental Analyst to join our team.

Environmental Analysts within the Land & Water Management team serve a unique and diverse role. The team supports all business areas, from electric and gas construction and renewable energy development to environmental policy and sustainability. Team members serve as project managers and compliance experts while providing environmental law and policy interpretation and contributing to corporate strategy. The successful candidate should be able to balance technical and field support with conservation and sustainability vision.  The successful candidate will join a team who routinely collaborates with internal business partners, other Environmental Services staff, government agencies, and other external stakeholders.



Job Description/Responsibilities



The Environmental Analyst will support various company departments in the application of environmental project assessment, natural resource permitting, and compliance at new and existing Consumers Energy facilities.  This person may also manage various land and water environmental protection and regulatory programs.  Knowledge required for this position includes the following areas:

  *   Experience interpreting new and existing environmental laws & regulations applicable to utility operations and natural resource protection, including but not limited to Michigan’s Act 451 and applicable rules, Clean Water Act, and Endangered Species Act.
  *   Natural resource and wildlife permitting processes at the local, state, and federal level under all applicable environmental laws, rules, and regulations, including wetland, floodplain, soil erosion, and other similar permitting.
  *   Project management and oversight of utility projects and operations to ensure design, installation, operation, & maintenance meet regulatory requirements, minimize risks, improve sustainability and maintain public respect.
  *   Experience in ArcOnline, ArcDesktop, and associated ESRI platforms (e.g., Survey 123, Collector, or Dashboard)



Additional responsibilities and functions include:



  *   Completing regulatory reporting at monthly, quarterly, and annual intervals to support regulatory compliance.
  *   Reviewing company investments, strategic decisions, and construction projects for environmental compliance and sustainability.
  *   Leading cross-functional teams to achieve compliance objectives, direct strategic discussions, or achieve breakthrough results.



Requirements/Qualifications



  *   Bachelor’s Degree in a relevant environmental, natural science, or applicable public policy field.
  *   2+ years of relevant experience
  *   Strong written, oral, and communication skills
  *   Ability to build strong, collaborative work relationships with business partners, team members, and leadership to build consensus,promote continuous improvement, and improve results.



Preferred Skills:

  *   Working knowledge of rulemaking at the state or federal level, including participation in public hearings and comment processes and overall policy development and implementation.
  *   Established relationships with local, state and/or federal regulating agencies
  *   Experience in the utility industry, including knowledge of distribution and transmission systems, renewable energy development, and/or natural gas storage.
  *   Experience in fisheries, wildlife, habitat management, and/or wetland delineation.
  *   Ability to create innovative GIS resources, including map books, shared templates, models, and mobile applications (e.g., Survey 123, Collector, Dashboard) to support environmental permit applications, field compliance, and risk evaluation.



Essential Functions



Manage environmental projects and/or tasks in a collaborative setting with multiple disciplines. Prepare environmental and permitting documents in compliance with applicable governing statutes and implementing regulations; provide planning support in the design of major infrastructure projects and supporting agency involvement, permitting, and public participation activities. Manage large task assignments and small-scale projects, perform complex environmental analyses and studies, oversee and review work by other staff, contractors, and consultants, Interface with government agencies and the public.



Hours and Travel



This position requires the individual work 40 hours per week with approximately 80-85% of time spent in an office setting, and 15-20% in specific field locations. During construction season, travel to active project sites may be necessary.
