Agile Government: Becoming Future-Proof
February 17-18, 2020 at the Inter-Continental, Festival City, Dubai, UAE.


Under the patronage of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum - Crown Prince of Dubai and Chairman of the Executive Council, the Mohammed Bin Rashid School of Government (MBRG) will hold the fourth edition of the UAE Public Policy Forumon February 17-18, 2020 at the Inter-Continental Hotel in Festival City, Dubai. The UAE Public Policy Forum is an annual global discussion platform bringing together government leaders, the academic elite, and experts from all over the world who are dedicated to enhancing government policymaking in the U.A.E. and the region. Each year, the two-day event sheds light on a unique theme by addressing several related pillars. The theme for the 2020 conference is "Agile Government: Becoming Future-Proof." 
 
As a sub-discipline of public administration, agile government is not a new field, though there are few scholarly papers in this area, suggesting that this is an area ripe for further focus. In the government sector, the field (under new public management) began to overlap with digital transformations, but the high failure of e-government projects in the region and worldwide (35% total failure and 50% partial failures), and the “the unrelenting waves of technological and social changes that show no signs of easing off”, have resulted in renewed thrust to focus on Agile Governments to better prepare for the future. In simple terms, agility refers to “the ability of an organization to react to changes in its environment faster than the rate of these changes.” 
 
To become future-proof, an Agile Government must be able to handle three tension areas as depicted in the figure below. At the heart of an agile government is a commitment to the identification, creation and delivery of public value.

WHY ATTEND

Agile government is a concept that is needed to make governments future-proof and contribute to the welfare of 7.6 billion global citizens. The 2030 Sustainable Development Goals have ambitious targets. Among the 17 goals are no poverty, zero hunger, good health and well-being - all of which are a blueprint to achieve a better and more sustainable future for all of us. With the UAE 2117 plan, and colonization of space a serious topic, the future is something humankind needs to prepare for. The conference will take a deep dive into four topics. They are (1) Government Innovation & Entrepreneurship (2) Wellbeing & Resilience - the Agile Mindset (3) Digital Transformation & Future Government and (4) Agile Finance.

The Forum will provide a much needed platform to debate and explore critical developments in the concept of agile government and its relevance to policy. It will enable informed debates around future policy responses, regulatory frameworks, mechanisms of implementations and reactions to societal concerns and ambitions.

ABOUT THE ORGANIZERS

Mohammed bin Rashid School of Government is one of the foremost research and teaching institution focusing on public policy and effective governance in the Arab world. Established in 2005 under the patronage of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, in cooperation with the Harvard Kennedy School, the School aims to promote good governance through building future leaders through an integrated system offering education and training programs, as well as research and studies.

The School’s operations are founded on global best practices developed in collaboration with the Kennedy School at Harvard University, and it is considered a unique model for academic institutions in that it focuses on the practical side of governance. The School also collaborates with several government and private institutions both regionally and internationally. 

The overall design and implementation of training programs is built on the foundation of scientific thought and is inspired by the reality of Arab public administration and with a view to addressing the issues and helping future leaders meet the challenges facing public administration in various parts of the Arab world. The School also organizes international and regional conferences and specialized workshops, and holds forums to facilitate the exchange of ideas and knowledge between Arab region and the world.

PREVIOUS CONFERENCES

UAE Public Policy Forum 2019: Accelerating SDGs Implementation: Future Policy Roadmap, 27-28 January, 2019. In its 3rd edition in 2019, the UAE Public Policy Forum focused on the emerging accelerating dynamics for implementing the SDGs in the age of the “4th Industrial Revolution”. The conference discussed the potential policy challenges and responses in the UAE with the objective of drafting a high-level “policy roadmap” for the UAE’s 2020-2030 and took place at the Inter-continental Hotel, Festival City between the 27-28 January 2019. We had over 1950+ global visitors, 16 Mn social media impressions and 135 international speakers. 

 

UAE Public Policy Forum 2018: Shaping the Future of Public Private Partnership. The second edition of the UAE Public Policy Forum took place in Dubai World Trade Center, on the 15th and the 16th of January 2018, under the attendance of His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Chairman of the Mohammed Bin Rashid Al Maktoum Knowledge Foundation (MBRF). Bearing the theme “Shaping the Future of Public-Private Partnerships”, the forum aimed to evaluate and discuss the potential of public private partnerships in the various areas to help private and public sectors stakeholders to evaluate ongoing PPPs in the UAE, exchange ideas and experiences of best practice in PPPs and establish networks for future PPP policy development.

UAE Public Policy Forum 2017: Future Direction of Education Policy: On March 12th, 2017, His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Chairman of the Mohammed Bin Rashid Al Maktoum Knowledge Foundation (MBRF) has inaugurated the first edition of the UAE Public Policy Forum under the theme “Future Direction of Education Policy”. In light of the fact that education has been, and continues to be a key driver for tangible progress and development in the UAE, the UAE Public Policy Forum on Education focused in its first edition on the roles of public and private sector in education provisions, capacity building, impact of reforms and how innovation and technology are being leveraged to improve outputs in the education sector. This forum operated as platform for policymakers and stakeholders to connect and drive change, the UAE Public Policy Forum had contributed to advancing a sustainable education model in the region and to shaping the manner in which the sector is governed.
