GENERAL DESCRIPTION:

Creating and maintaining the natural balance of our environment and its ecosystems are of critical importance to the City of Rochester Hills.  We take pride in providing both residents and visitors the opportunity to experience the aesthetic as well as practical benefits of our natural resources.

To build on this legacy, the Division of Natural Resources has been created for 2018 and we're looking for a creative and passionate individual to be the driving force.  Reporting to the Director of Parks and Forestry, the Manager of Natural Resources will develop and coordinate the Division's organizational priorities. This includes stewardship activities on Department properties (Parks, Museum, Green Space, Trails) and overseeing a variety of natural resource functions (Forestry, Wildlife, Rivers, Invasive Species, Outdoor Engagement).


ESSENTIAL FUNCTIONS:


  *   Develops and implements natural resource management plans for parks, Green Spaces and trails
  *   Oversees the outdoor engagement program plan
  *   Provides oversight of the City forestry function
  *   Working in conjunction with the Department of Public Services, recommends and coordinates strategies related to community rivers
  *   Develops and coordinates a community outreach plan to promote good stewardship practices and share City provided opportunities
  *   Oversees contractors in the implementation of natural resources management plans
  *   Monitors and evaluates the progress of all Natural Resource Division planning efforts
  *   Communicates regularly with Department Director about progress, challenges and ideas
  *   Recommends and develops changes to natural resource related City Ordinances
  *   Develops standard operating procedures and manuals for implementation
  *   Implements and enforces City, Department and natural resource division policies and procedures
  *   Performs and oversees advanced professional site plan review administering the  provisions of the City's Tree Ordinance through the permit process
  *   Ability to research natural resource problems and clearly explain recommended solutions in laymen's terms
  *   Develops and oversees a stewardship volunteer program
  *   Assists with budget preparation and monitoring for the Natural Resource Division
  *   Maintains the Tree City designation through the Arbor Day Foundation
  *   Actively pursues grants and partnerships to support natural resource priorities
  *   Serves on the Green Space Advisory Board and Deer Management Advisory Committee as the Department representative
  *   Presents to City Council as required
  *   Participates in industry networking and professional development to obtain new ideas and represent the City state-wide
  *   Oversees deer population monitoring and community wildlife issues responses
  *   Works as a team with other Department leaders and staff to implement Department Strategic Plan

REQUIRED MINIMUM QUALIFICATIONS/DESIRABLE QUALIFICATIONS:


  *   Bachelor's Degree in a related field (environmental science, biology, ecology, natural resources management, etc.)
  *   Five years experience in natural resource management, including two years supervisory experience
  *   Experience in and ability to review and understand site plans
  *   Intermediate skill in utilizing office computers including Microsoft Word, Excel and Powerpoint
  *   Passion for improving the care of and improving access to City natural resources
  *   Proven ability to develop out-of-the-box solutions and recommend innovative ideas

SUPPLEMENTAL INFORMATION:

Desirable Qualifications:

  *   Masters Degree in related field (see above)
  *   At least one year experience in natural resources permit review (forestry, wetlands, etc.)
  *   Experience in at least one of the following: forestry, outdoor program development, developing stewardship management plans, developing grant applications
  *   Working knowledge of asset management databases and GIS systems
  *   Familiarity with State of Michigan flora and fauna
Physical Demands/Work Environment:

The work requires physical exertion, such as moderate periods of standing, walking over rough or difficult surfaces, recurring stooping, occasional lifting of items weighing less than 25 pounds. This work requires regular mobility and dexterity. The work environment involves risks with occasional exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions.

Examination Information:

Oral Evaluation of Qualifications: to evaluate technical knowledge, decision-making/problem solving skills, employment history, communication skills and other factors related to successful performance in this position.

Assessment Exercise: to evaluate knowledge and skills necessary for successful performance in this position.
