IPF announces telecom rate changes for 2015-16

MSU Infrastructure Planning and Facilities (IPF) will implement its telecom rate changes for the 2015-16 billing year to its campus customers starting with the September ledger (the telecom bill dated Aug. 25, 2015). Many service rates will have increases of less than 3 percent, or will be unchanged. However, there will be larger increases for some that include equipment costs to build-up a larger channel line-up at the end of last summer and increases from AT&T.

Rate increases
Rate increases for all Centrex telephone lines: Centrex is an AT&T hosted phone service. Effective in July, AT&T increased its Federal Access Charge by $0.58/line and will begin to charge $0.50/line for connecting these analog services via the digital connections that are in the (SIP) standard for this service. The rates will reflect a 3 percent increase plus $1.08/line ($0.58/line + $0.50/line).

As this is a legacy telephone service, IPF anticipates the rates and features to rapidly change as this service is phased-out and the AT&T agreement expiration nears (August 2017). Telecom will soon survey voicemail users to identify solutions for those that remain on the legacy system.

Rate increases that average 22 percent for all Campus Entertainment Television (ETV) outlets: This is primarily due to the actual costs for the expanded equipment. This expansion more than doubled the number of channels (channel line-up<http://ipf.msu.edu/services/cable-tv/cable-lineup.html>), many of which are in a high definition (HD) format.

Rate increases of less than 3 percent will apply for various services, including campus two-way radios and radio lease (non-800 MHz).

Rates unchanged
Rates that will remain unchanged include:

*       Avaya PBX telephone lines

*       Fiber optic use

*       Local calls

*       National long distance

*       Various installation/move rates for Centrex lines
