We have this documented, but people are overlooking it. The international code has to be included when registering a phone number. So, please have them be sure to include the 1 in front of 517 (or whatever area code they have for their phone). The way I explain it is that the Symantec service has to make a long distance call, so the 1 has to be included.

I’m helping two people who have tried to register for Two-Factor; but for whatever reason, they are not able to receive the initial code via SMS. One person has Verizon and the other has Sprint. They are entering their phone numbers correctly, and the registration site indicates that a code has been sent. Is anyone else seeing this?
