There is extensive literature on measures pertaining to attracting inward FDI. On the other hand, there is much less information on measures supporting outward FDI. Yet the question of supporting outward FDI is the new frontier of national FDI policy making. A telling example of this new trend is the fact that the question of home countries supporting their state-owned enterprises investing abroad is one of the issues being addressed in the negotiations of the Trans-Pacific Partnership agreement. All developed countries have measures in place (“home country measures”) to support their firms investing abroad. These include informational, financial and fiscal home country measures, as well as bilateral investment and tax treaties. A number of institutions administer these measures. In contrast, only a few developing countries have put home country measures in place (exemplified by China’s “going-out” strategy).
