Just to chime in on what Jack said, the current optiplex systems support dual-displays with the on-board Intel graphics and its more than capable of doing your regular desktop stuff. No need for a dedicated GPU now unless you're doing moderate to heavy 3d work or need something doing extended gamut. The big performance bottleneck these days is hard drive performance; memory, cpu, and gpu have all improve considerably in the last decade. SSDs are probably outside most folks' budgets, but Dell is offering 500gb platter/ssd hybrid drives that make a big difference under most use cases without breaking the bank.
