Hi Peter,
Please see the reply from City of Lansing Income Tax Division.

        You have no City of Lansing income tax liability because your
permanent home is not Lansing and you do not work           in
Lansing. Because we will receive from the State of Michigan a notice that
you have filed a State of Michigan return         with a City of Lansing
address, please file a City of Lansing income tax return reporting no City
of Lansing income             tax liability. If you do not file a City
information return, you will get a letter from the City assessing a tax
because we           would not know you are an international student.

Then I reconfirmed there is* no city of Lansing tax liabilities of
international students who lives in Lansing and working for MSU (East
Lansing)* because:
1) His/her permanent home is not Lansing ( "Permanent and principal home to
which a person, wherever temporarily located, ALWAYS intends to return and
a person has only 1 domicile at a time".), and
2) Income source is from East Lansing but not City of Lansing.

Regarding to what kind of documents needed to shown that an individual is
an international student and here is the answer:
          Send in a blank return with a statement that you are an
international student, no other documentation is required.

*Suggestions to avoid this letter in the future: For students who received
income form the university and also live in City of Lansing, *file City of
Lansing income tax return BEFORE 4/15 each year, reporting all zeros on the
form which states that you do not have any City of Lansing income tax
liability. Also attache a statement showing that you are an international
student.
