A lab I help out with at times ordered a batch of Dell OptiPlex 9020's, two of which required Windows 7 32-bit to run the lab instrument software. I wasn't able to successfully install this until I changed the BIOS SATA operation option to the “ATA” value. Give that a try. I just found that OpenBSD doesn't work on them, either. It would seem to me that 9020's use a different SATA chip or something, which software that does disk I/O needs to know about.
