If it’s that important to have after you don’t work here anymore then why use a Gmail account instead?

Is there a clear statement, a permanent URL, a Techbase article, that one could read on this?

"Separated from the University" is ambiguous.  I have been retired from MSU for more than a year. Do you consider me "separated"? My MSU NetID of [log in to unmask] is mine as a matter of right.

In its various names, what is now called IT Services has been derelict in failing in due time to cull its list of what should be dead MSU NetIds.  When IT Services does this in a sudden lurch, it leads to confusion. Apparently this is now a belated effort to fix this, yet there are thousands of former MSU students who mistakenly believe they are entitled to an @msu.edu email box for life, a mistaken interpretation of the ancient "MSU Promise."  

Is whatever recent mailing from Katherine Ball posted somewhere where one can inspect it?

It is extremely important that a very clear statement be made as to who has an MSU NetID that is permanent.  As a retiree, I expect this.

In fact it looks a lot like the very type of thing they repeatedly
warn people not to respond to and that the University will never send.

They should have sent a warning and then told people to contact
the help desk or some other IT S office directly and not given
a link to a web page to solicit information.

So, you are right to be very suspicious.
