In fact it looks a lot like the very type of thing they repeatedly 
warn people not to respond to and that the University will never send.

They should have sent a warning and then told people to contact
the help desk or some other IT S office directly and not given
a link to a web page to solicit information.   

So, you are right to be very suspicious.
