Oops I meant to say I DON'T Know if calling Apple will work for 
non-Apple apps:

For iPads the volume purchase program is tax exempt.

For Macs I agree this is a real problem.  I've found no way to buy 
through the App Store without paying sales tax. I was given this Apple 
phone number:

800/800-2775 x 5

from the computer center when I wanted to buy multiple copies of iWorks 
for our office.  This allowed me to buy this software tax exempt with my 
University PCard.  Do know if this would work for non-Apple apps.
