Then the differences could be user specific, and the first thing that 
comes to mind is IE settings like trusted sites.

For the Kellogg Biological Station I created a custom installation for 
IE7 and IE8 using the administration kit (IEAK) provided by Microsoft. 
One option is a configuration only package that can be applied after IE8 
is already installed.

In the package I configured the following trusted sites:

Allow popups:

     35.8.2.149

Trusted sites:

     https://35.8.2.149
     https://bi.epsp.msu.edu
     https://controller.wireless.msu.edu
     https://dhcp.msu.edu
     https://docview.ais.msu.edu

     35.8.2.*
     http://*.msu.edu

The 35.8 entries help wireless logins go faster.  The ebsp.msu.edu 
entries help avoid confirmation messages about switching between secure 
sites.  I did not find an hr specific site in the EBS system.  We 
recently had users switch from Windows XP with Acrobat 8, Reader 9, and 
IE7 to Windows 7 with Acrobat X and IE8.  I did not receive any 
complaints regarding Acrobat X after 4 weeks of exercising it.
