It is my pleasure to inform you that UNCTAD has just launched a publication entitled "How to Integrate FDI and Skill Development: Lessons from Canada and Singapore<http://www.unctad.org/en/docs/diaepcb2010d5_en.pdf>", the
fifth instalment of UNCTAD´s Investment Advisory Series B.
The study focuses on identifying policies that can be used to integrate foreign direct investment (FDI) and skill development. It identifies policy experiences and best practices from two countries that consistently rank high in terms of human resource
development and have incorporated FDI into their respective skill-development processes. The report says that transnational corporations (TNCs), being on average more productive and technology-intensive than domestic firms, tend to bring positive
contributions to local economies, including in the form of skills development, but that the positive impact of FDI inflows on the local skills base is not automatic. Policies need to be carefully designed and sequenced to achieve that goal.
The Investment Advisory B series focuses on case studies of best practices in policy and strategic matters related to foreign investment and development. It is intended to help policy makers and complements the A series, which deals with issues related to
investment promotion and facilitation and the work of investment promotion agencies (IPAs) and similar institutions.
