This week, two very important votes will take place that will determine
GEAR UP funding levels for FY11 and FY12. As we had previously
reported, an extremely complicated and delayed FY11 appropriations
process is finally coming to an end, but is now overlapping with the
FY12 budget process.
Fiscal Year
2011
GEAR UP has been slated for a $20 million cut in HR 1473, the bill that
funds the government for the rest of the year. This cut would
reduce the number of awards the Department of Education would be able
to make in the 2011 grant cycle. This cut to GEAR UP was not
expected, and many more programs are also losing funding or being
completely cut. These facts recently surfaced as the details of
the deal struck last Friday night where published. This deal,
that averted a government shutdown, was reached between the White
House, Senate and House of Representatives. This bill has not
been passed in the House or the Senate.
Fiscal Year
2012
The House of Representatives is considering House Concurrent Resolution
34 (H.Con.Res.34) to become the FY12 Budget
Resolution. It is based on the plan put forth by House Budget
Committee Chairman Paul Ryan (WI-01) last week. This plan
threatens to cut education funding for FY12 by $16.7 billion and would
obviously have a huge impact on funding for all education programs,
including GEAR UP. A Budget Resolution is not a law, but
determines the spending and revenue levels for the fiscal year in
question. More information on what a

The House is scheduled to vote on these two very important measures
on Thursday (TODAY) and Friday (TOMORROW).
Call to
Action - Contact your Representatives now via e-mail or over the
telephone:

Capitol Switchboard at 202-224-3121 and ask to be put through to
your Congress(wo)man and Senators.
Tell them:
“I am your
constituent and I urge you to vote against the bill that embodies the
deal between Congress and the White House. It includes cuts to
GEAR UP that will exclude low-income, minority and disadvantaged
students from preparing for and enrolling in postsecondary education in
(YOUR LOCATION: State,
district, community, etc.). I also strongly
urge you to oppose the House Budget Committee’s Budget Resolution
because it proposes to slash investments in education even further,
putting the future of our great country at risk.”
You are not alone. As you can see from the attached letter,
the Committee for Education
Funding, a coalition of more than 85 education
associations and institutions, as well as many of its individual
members, are mobilizing education professionals across the nation to
oppose these devastating cuts to education funding. We urge you
to join this campaign to defend the future of education for our
students and children!
