What's happening is that the registration is recorded immediately in the
database, but we have to actually restart the DHCP service to activate the
new registrations.  That happens on a once per two minute cycle (as
needed).  So if you try to release/renew your IP before the time is up,
you'll still get an unregistered IP and be forced to the registration
page, despite being properly registered.

I can't say exactly what might have happened to cause the "Registration
failed" message to appear.  That indicates an SQL error, which means
that the registration either didn't make it into the database, or was
already there.  Perhaps your browser submitted the "Accept" request more
than once?
