If MSU offers services to nonstudent nonemployees (and I’m not sure we do anymore) they would be governed under any agreements signed at the time of purchase and any regulations pertaining to entities acting as Internet Service Providers or Email Providers. Typically in those cases the user owns their content.
The distinction here (and what I think you’ve missed) is that in the case of an employee the email account isn’t purchased by the user, it’s provided to the user as a tool by the employer. If I handed you a drill while you were working for me on a construction site, would you think you owned that drill? If you then drilled a series of boards at the jobsite, got some bolts and nuts from the toolbox, and bolted together a frame, would you expect to own that frame? In both cases, the answer is pretty obvious — those items (the tool and the product) are owned by the employer. Using an employer-provided email account amounts to the same thing.
