I don't know if there is a conversation utility but a way to get around
that is to create a new PST (or Outlook Data file) under Office 2007 and
export (or copy) to it.

One of my users has been archiving mail to the same PST for years.
Today, he got a message indicating that he has reached the maximum
storage limit for the PST, and that he should upgrade the PST to the
Office 2003 format.  I'm not sure which version of office this PST was
initially created in, but we're now running Office 2007.  How do we go
about converting this  pST to the most current format?
