What I do when faced with this issue is select Import/Export, select the
Personal Folder, select all subfolders, then export it to a Personal Folder
and select the type which is just Personal Folder and not the Personal
Folder (1997-2002). This will take a while to run, but it will copy the
contents the newer format. After the export is done, unmount the older
Personal Folder and then mount the newer version.

Subject: [MSUNAG] Upgrading a PST to Latest Version?

One of my users has been archiving mail to the same PST for years.
Today, he got a message indicating that he has reached the maximum
storage limit for the PST, and that he should upgrade the PST to the
Office 2003 format. I'm not sure which version of office this PST was
initially created in, but we're now running Office 2007. How do we go
about converting this pST to the most current format?

Thanks,
