To add a little to this discussion from the administrative perspective. My understanding is that the University views Google as a repository for "low risk" data. As e-mail is often "high risk" they wished to separate out this solution. Further, this would imply that the contract that was developed does not satisfactorily resolve the privacy issues that were the initial question.
