I guess an example would be something like a Windows machine in a
Workgroup; you have individual machines all with the same Workgroup so
they can share files and whatnot.  Now you want to upgrade to AD and a
domain controller.  So you have to migrate all your individual
machines into the domain so they can get group policy and whatnot from
the AD controller.

It is similar in this case.  You have a bunch of random individual
accounts linked together by a domain (domain = A Workgroup from the
previous example).  Now you want to control them all via the Google
Apps CPanel (AD) so you set that up and now you have to migrate all
your individual accounts into new accounts that are CPanel controlled.
 This does take a bit of work and I believe Google is trying to make
it easier.  However during this process new accounts were created that
basically shadow the old ones.  The old accounts are still there and
as noted you just need to export the data from one account to the
other.  I wish this was a bit easier; I know the data liberation guys
are working on making it better.

FYI I work at Google, but not on Google Apps.  I am however familiar
with this issue.
