As I recall this was discussed in much detail when the Horde implementation was brought out. There were several options discussed, each with its own issues and benefits. When Exchange was dismissed due to the realities of our environment the discussion quickly broke into a "least common denominator" solution. Thus Horde.

This was a few years ago, and times have changed. Perhaps it is time to revisit this.
