This is probably better answered
by someone at Telecom, but I know that Verizon just installed a bunch of
repeater type towers around campus. It may be one of theirs.

Does anyone know what exactly the tower that looks like a
cell tower on the roof of the comm. Arts ramp is? If it is a cell
repeater of some sort, which service is it for and how long will it be there?
