If I remember correctly this is the desired behavior.  It was requested
at some point because too many people  were replying to the entire list
when they really meant their replies to go to the original sender..Oops.
Maybe someone from the mail team can provide additional details.

[My apologies to Brian and the list, every time I reply to MSUNAG it 
sets the "reply to" to the original sender instead of the list, and I 
keep forgetting to manually readdress replies to the list.  Perhaps
