A follow up:

It's not power savings, I always shut off the power savings (standby and

hibernate), and I double checked.
On the campus network, using DHCP.  All other working machines use the 
same DHCP setup.
Doesn't matter where the machine is (local segment or not), cannot
connect.
Minimal software install, just Office and the MSU Depact system, Adobe 
reader (no standouts)
I don't image, I usually use the Dell factory install and install the 
usual apps.  My volume is not high enough to image.
I use Autoruns to strip out any extras like the Dell Support thing.
