The point was IRC is not a good choice for compliancy concerns... I
agree you can tighten it up but you let never know when someone will
capture your D.C. and host a IRC server.  So I am just saying separation
or non use are you two strong options.

This is irrelevant if you require authentication (msunetid/passwd).
