I think that part of the answer is determined by how happy you are with your current Windows 2000 domain. If it works for you and you are convinced that it has not been compromised then upgrading it to a Windows 2003 domain is an option. The next question is how to do the upgrade in place and still be able to roll-back in the event of a nasty event occurring during the upgrade. My suggestion would be to clone the existing domain server before you do anything. You might even want to do all of the work on the clone machine first to get a sense of the issues that you will confront. If it goes well then you may be able to do a straight swap of the old domain controller with the new one. If you go this route, be sure to never let the old and the new server see one another on the network. I created a problem yesterday by doing something similar to that with a web server and it "was interesting". If it were me, I would also initiate a trouble call to Microsoft to get their sense of what I was trying to accomplish and what pitfalls might exist.
