Use joomla (as it was mentioned first, the former name is Mambo),
They even have their own standalone-server for windows if you want to test
them out.
This cms is now the one with most developers.
Been trying using it, and put some in production.
All i can say is, this cms is excellent,
It allows you to write your own modules, easy installations & upgrades,
If you have some $$$ to run SQLSERVER & Windows, try Rainbow CMS, runs on
.NET

Joomla:
www.joomla.org

if you want to try and compare CMS,
try www.opensourcecms.com

they have every CMS ever heard from A-Z

I have to recommend against PHPNuke. While I was working at a local web
host it was the second most commonly exploited web app. PHPBB being the
first.

Mambo (or whatever the new spin off is called) is very very nice.
