The need for the proxy service is addressed in item #12 in the MSUnet Wireless FAQ
(techbase article #1737).

The reason this is required for access to some Library resources has to
do with a tradeoff being made between a consistent, campus-wide wireless
service, including roaming between buildings, and a service that might
look different within the Main Library only (and perhaps other library
branches).  We can't guarantee that a wireless user will have an IP
address from a specific IP block, given that the user may roam to/from
the Library via MSUnet Wireless.

I personally don't like basing such access on IP addresses alone.
However, a number of resource providers, especially in the Library
Resource area, seem to insist upon this as their primary access control.
