You can try and see if this works.  (Never tried it, but the sounds logical)

The default registry key for news users is:
HKEY_USERS\.Default
Create the registry keys here and it should work for anyone that uses the
machine.

Another method is to make a logon script.  This should work

We have a few student\public machines that someone keeps turning on 
auto-complete in Internet Explorer. Does anyone know of a way to lock down 
I.E to prevent this? I have the machine locked down fairly well but some 
functions can still be changed.
