Robocopy will move files/permissions and lots of things in the middle.
It's a resource kit utility so its downloadable at
http://www.microsoft.com/downloads/details.aspx?FamilyID=9d467a69-57ff-4
ae7-96ee-b18c4790cffd&DisplayLang=en .  As I recall from research there
are some other utilities out there in the Win2k resource kit that
doesn't copy all of the extended attributes. 
 
I know there is a tool for shares, but don't know of it off hand.

        We have a Windows 2000 server that we are going to be replacing
with a Windows 2003 server with more data storage. There are a LOT of
share and folder permissions set on this server. Losing any of that
information would be highly problematic. Does anyone know of a good
utility that will accurately copy data, including folder and share
permissions, from one Windows box to another?  
         
        We downloaded a trial version of SecureCopy

and it works great, but the cost is ~$1,000, so we are hoping to find
something cheaper that will do the job.
