We use software called “Papercut”. It wasn’t expensive, and is really very easy to use. It can also be managed by multiple users if you set it up to be web-accessible. (Our office staff uses it to allot printing permission to approved grad students, for instance.)

 

You can download and try it without charge, if you want. They’ve got a 40-day evaluation period.
