A rash of IP conflict messages usually indicates that one or more computers
in your building are not behaving properly in using their DHCP addresses.
There are known issues with the DHCP client implementation in some Windows
OS versions (including 98 and ME).  This shows up most often with laptops,
but can affect desktops.  That's the primary reason that we have posted
a registry patch which causes the release of a DHCP IP address at shutdown.

I am hopeful that the new DHCP software we are deploying next week will do
a better job at recognizing the IP conflict problem and avoiding handing
out IP's which are not properly used.  I will point out that I have not
had a reported case of an IP conflict that was the fault of the DHCP server.
