Job Description

This position is manager of the Community Education & Outreach Section and will be responsible for administrative duties including, but not limited to, annual evaluations, time and attendance, performance measures, scorecard metrics, mentoring staff, determining work assignments, recommending disciplinary actions, and ensuring a professional work environment that complies with all state and federal requirements. The section manager is responsible for ensuring staff are efficient, well-trained, and prepared to respond to communities facing chemical hazards and emergencies with the overarching goal of protecting human health. The section manager is responsible for overseeing the work of two Civil Service units (Health Education Unit and Community Engagement Unit) and one Michigan Public Health Institute (MPHI) contractual unit (Community Outreach Unit). The section manager will directly supervise these three unit managers and be responsible for coordinating the work practices across units and provide strategic health education and intervention support across sections to ensure consistent application of the best available social science and public health practices with the goal of informing residents of actions that can be taken to prevent or limit exposures to hazardous chemicals. This position works cooperatively with federal, state, and local health and regulatory agencies to communicate and address concerns of human exposures to environmental contamination. The person in this position interacts with the public, local, state, and federal officials via meetings, telephone conversations, e-mails, and field visits, responding to community health concerns and providing information to protect public health. The section manager can be called to testify in court. This position uses knowledge social science; management and organizational techniques; emergency response, including the National Incident Management System; toxicology; risk assessment; scientific methods; and public health practice to support the divisionís identification, investigation, and intervention efforts with regard to chemical exposures in the population. This manager may, on occasion, be called to realign staff priorities as needed to provide skilled professional risk communications surge capacity for other divisions in the bureau in the event of public health emergencies such as COVID- 19. This role is critical to preserve the health, safety, and welfare of the residents of Michigan.



Required Education and Experience

Education
Possession of a bachelor's degree in any major.

Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Alternate Education and Experience

Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements.
