Description of Duties:  The Regional Habitat, Evaluation and Lands Specialist is responsible for ensuring the Departmentís interests are considered and impacts to wildlife, wildlife habitat and wildlife related recreational opportunities are avoided, minimized or mitigated during the development and implementation of  private, local, state and federal land and water projects. This position will review and evaluate National Environmental Policy Act (NEPA) and other environmental evaluation and compliance documents for proposed land and water projects, policies and procedures to assess potential impacts to state trust fish and wildlife resources, recreational opportunities and department authorities. Coordinates with federal land management and state agencies, as well as local governments, in planning and implementation of land and water development projects facilitating the incorporation of fish and wildlife resource features and recommend mitigation measures as appropriate.

Drafts department response/comment letters, maintains records and files on all proposed and implemented projects and activities in the Pinetop Region, maintains records and files on current and proposed environmental laws and regulations and serves as a regional resource to other Regional Programs and personnel regarding department/commission policy and direction, and state and federal environmental laws and regulations. Provides GIS mapping and EAC compliance support to other Regional Programs and personnel, conducts site visits as needed and assists other Regional Programs with planning and management activities as appropriate. Assist in the management, maintenance, and operations of department properties, including the development of project proposals, seeking funding for, and implementation of habitat improvement projects on department properties. Performs other duties as assigned.

Knowledge, Skills, and Abilities: The candidate must have knowledge of: Natural resource/environmental laws, policies, regulations, and directives, fish and wildlife identification, survey techniques and natural histories, range plant identification, and ArcGIS map making and analysis.

The ideal candidate will have the ability to communicate effectively both orally and in writing, ability to train and evaluate other specialists, work irregular hours including weekends, holidays and at night and work outdoors in extreme and isolated conditions, be able to identify wildlife in less than optimal conditions, and operate four wheel drive vehicle and ATVís.

The candidate must have a bachelorís degree in a wildlife science or closely related field.  The preferred candidate will have a minimum of two years of professional work experience in wildlife management or research.

Position requires possession of and the ability to retain a current, valid state-issued driverís license appropriate to the assignment.  Employees who drive on state business are subject to driverís license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
